AXIOM: The Axiom of Agency
Statement
The Charge-pair is the only entity in the universe capable of establishing and maintaining its own Intrinsic Frame of Reference independent of the surrounding Lattice.
Mechanical Consequence
While mass is "Slave-Locked" to the local substrate density (Inertia), Agency allows the Sprit to project its own coordinate system. This is the physical origin of the constant velocity of light (\(c\)). The observer does not "see" light; the observer's frame is overwritten by the Agency of the incoming charge-pair.
THE AUDITOR’S RULE: THE MASTER DUCT
When the First Jerk occurs, the charge-pair de-couples from the static equilibrium of the Lumen. It does not "travel through" space; it projects its own duct. Velocity (\(c\)) is constant not because of a law, but because the Charge-pair is the master of its own propagation slew-rate.
Forensic Insight
Agency explains the "Null Result" of legacy experiments. On a planetary surface, the substrate is phase-locked (clamped) to the mass. But the Charge-pair, acting as a Free Agent, ignores the clamp. It surfs the reactive contours of the Lumen at its own internal Slew-Rate, independent of the "Wind" of the surrounding lattice.
