The substrate is a Flux-Lattice. It is an active, electromagnetic medium generated by the baseline energy pressure of the universe. It possesses finite Impedance (\(Z_0\)), which acts as the "Universal Resistance" for all wave propagation.
The Engineering Reality: You cannot have a wave without a medium. If light has a speed, it has a Propagator. The Lumen is the conductor; "Matter" is simply the localized, resonant vibration of that conductor.
